Call to Order

The Board of Trustees of the Town of Deer Trail met in a regular session on Tuesday October 11th, 2022, at the Town Hall, 555 Second Ave Deer Trail, Colorado. Mayor Behrens called the meeting to order at 7:00 p.m.

3. Approval of the Agenda

4A. Approval of the regular meeting minutes

8A. Nuisance Ordinance

Trustee Kerin moved; Ramirez seconded the motion to table until we can talk to both Susie and Corey and get clarification on how to move forward. Voting went as follows.

8B. Ordinance 289- 2020 Traffic Code- Final reading

Trustee Kerin moved; Trustee LaMont seconded the motion to approve Ordinance 289, an ordinance adopting by reference the 2020 model traffic code, (final reading) repealing all ordinances in conflict therewith and providing penalties for violations thereof. Voting went as follows

Trustee Kerin moved; Trustee Ramirez seconded the motion to approve a $500 donation to the future farmers of America group from Deer Trail High School. The voting went as follows.

Trustee Kerin moved; Trustee Ramirez seconded the motion to table the FM Antenna until we can get frequency types established. Voting went as follows.

9A. Town Clean-Up

Trustee Kerin moved; Trustee LaMont seconded the motion to set the towns fall clean-up date for 11/5/22 with an alternate date of 11/19/22. We will be using Swims disposals and purchasing 5 roll-offs. Voting went as follows.

9B. Elks Liquor Renewal License

Trustee Kerin moved; Trustee LaMont seconded the motion to approve the Elks Lodge liquor renewal license, it will be signed and sent via mail to the liquor enforcement division. Voting went as follows.

9C.Personnel Handbook

Trustee Kerin moved; Trustee LaMont seconded the motion to approve of the recommended holiday hour change for our employees who work 10-hour shifts. They will continue to get paid for a 10-hr. holiday as per their regular 10 hr. schedules. Voting went as follows.

Trustee Kerin moved; Trustee LaMont seconded the motion to approve the installation of a handicap sign with a poll. Voting went as follows.

Trustee Kerin moved; Trustee LaMont seconded the motion to approve trustee Byron Mounce as the third check signer for the Town of Deer Trail. Voting went as follows.

9F. Ordinance 290

Trustee Mounce moved; Trustee LaMont seconded  the motion to approve ordinance 290, an ordinance imposing a temporary moratorium of 1 year in duration on the processing and approval of any applications for a town of Deer Trail building permit or land use entitlement that requires a new or larger sized water tap; and directing the prompt initiation of a study to determine the towns capacity for new water taps. (To include language that states the ordinance will only apply to residential taps.) Voting went as follows.

Public Comment

A resident had concerns about the chlorine levels in the water. She spoke about how the water smells of sulphur and she is afraid to drink it/ bathe in it. Phil Steel expressed concerns about the Towns donations not being fair to all residents.


Mayor Behrens Adjourned the meeting at 8:27 p.m.
