Call to Order

The Board of Trustees of the Town of Deer Trail met in a regular session on Tuesday, November 14, 2023, Deer Trail Town Hall, 555 Second Ave Deer Trail, Colorado. Mayor Behrens called the meeting to order at 7:00 p.m.

3. Approval of the Agenda

Trustee Kerin moved; Trustee Mounce seconded the motion to approve the agenda. Voting went as follows.

4. Approval of the Meeting Minutes

Trustee Mounce moved; Trustee Kerin seconded the motion to approve the regular meeting minutes for Tuesday, November 14, 2023. Voting went as follows.

6. Approval of the Bills

Trustee Kerin moved; Trustee Mounce seconded the motion to approve the bills. Voting went as follows.

9A. Cummins Maintenance Agreement

Trustee Kerin moved; Trustee Rhodes seconded the motion to approve the Cummins Maintenance Agreement. Voting went as follows.

9B. Ordinance 303-Amendments to 297

Trustee Mounce moved; Trustee Kerin seconded the motion to approve Ordinance 303-Admendment to 297. An ordinance amending Ordinance 297 for the administration and abatement of nuisances within the corporate limits of the Town of Deer Trail. Voting went as follows.

9C. Ordinance 304-Repealing Ordinance 230

Trustee Mounce moved; Trustee Kerin seconded the motion to approve Ordinance 304- Repealing Ordinance 230. An ordinance repealing Ordinance 230 and establishing new deadlines related to write-in candidate affidavits of intent and the cancellation of the municipal election in the Town of Deer Trail. Voting went as follows.

9D. Resolution No. 23-07

Trustee Mounce moved; Trustee Kerin seconded the motion to approve Resolution No. 23-07. A resolution adopting the Colorado municipal records retention schedule. Voting went as follows.

9E. Coberly Web Designs - Website Proposal

Trustee Mounce moved; Trustee Rhodes seconded the motion to approve the Coberly Website Proposal not to exceed $4,000.00.

9F. Open Space Fund Allocations

Trustee Kerin moved; Trustee Mounce seconded the motion to table the allocation of funds for the Open Space fund not to exceed $50,000 until contractors provide quotes for improvements to the basketball court, develop an irrigation system, add trees across the area near I70 & different trees through the park, & introduce more zero scaping in Town areas.

9G. Law Enforcement Agreement for 2024

Trustee Kerin moved; Trustee Lamont seconded the motion to table the approval of the Law Enforcement Agreement for 2024 until the December Board of Trustees meeting and information is obtained regarding the calls Arapahoe County Sheriff’s Department have responded to for the Town.

Public Comment

  • Sally-Jo Lamont expressed she did not want to pay for ignorant people damaging the sewer system.
  • Phil Steele stated he has three taps, so he pays multiple base rates and requested an update regarding the Nuisance Ordinance.
  • Robert Copley stated there should be more funds given to the local fire department. Expressed the town should sponsor more events to generate income for the fire department.

Mayor Behrens adjourned the meeting at 8:06 p.m.
