1. Call to Order
The Board of Trustees of the Town of Deer Trail met in session on Tuesday July 8,2025, at Town Hall, 555 Second Ave Deer Trail, Colorado. Mayor Behrens called the meeting to order at 7:00 p.m.

3. Approval of the Agenda
Mayor Behrens asked for a motion to approve the June agenda Trustee Ashley Buss moved Trustee Emily Richardson seconded the motion to approve. The voting went as follows.
Yes - Bell, Buss, Rhodes, Rowley, Richardson
No – 
Abstain –
Absent – Sanders
Mayor Behrens declared the agenda approved.


4.    Approval of the Minutes
Mayor Behrens asked for a motion to approve the minutes for the months of June 2025 Trustee Ashley Buss moved Trustee Robert Rhodes seconded the motion to approve.  The voting went as follows.
Yes - Bell, Buss, Rhodes, Rowley, Richardson
No – 
Abstain –
Absent – Sanders
Mayor Behrens declared the minutes for June 2025 approved.

5.    Water-Sewer Report – June 2025

6.    Approval of the payment of the bills  
Mayor Behrens asked for a motion to approve the payment of bills for the months of June 2025 Trustee Ashley Buss moved Trustee Robert Rhodes seconded the motion to approve.  The voting went as follows.
Yes - Bell, Buss, Rhodes, Rowley, Richardson
No – 
Abstain –
Absent – Sanders
Mayor Behrens declared the payment of bills for June 2025 approved.
 

7.    Discussion – 
a.    Lincoln Health with Linda Messer – Byer’s location closed on Mondays due to staffing. Legislation updates, Hospital Revitalization Act
b.    Sewer Project Updated with Alice from Element – not able to attend
c.    Peoplyst – Dara – out sick
d.    Parking Administration and Regulations – Robert Rhodes
24 sections summarized – going to remove some sections – edit some sections 
will see another draft before the ordinance phase.

8.    Old Business 
a.    Mayor Behrens asked for a motion to table the IGA Animal control Trustee Ashley Buss moved Trustee Emily Richardson seconded the motion to table. The voting went as follows.

Mayor Behrens declared the IGA Animal Control 9 a tabled
b.    Mayor Behrens asked for a motion to table the Clayton Homes roads Trustee Ashley Buss moved Trustee Emily Richardson seconded the motion to table. The voting went as follows.

No – 
Abstain –
Absent – Sanders
Mayor Behrens declared the Clayton Homes roads 9 b tabled

9.     New Business

a.    Mayor Behrens asked for a motion approved the Fall Clean up Sunday Sept. 21,2025 with Sunday Sept 28, 2025, as a backup date.4 dumpster will be provided. Trustee Ashley Buss moved Trustee Emily Richardson seconded the motion to approve. The voting went as follows.

Mayor Behrens declared Fall Town Cleanup 9 a approved.

b.    Mayor Behrens asked for a motion to approve the Special Event Permit Elks Lodge July 26, 2025, Trustee Robert Rhodes moved Trustee Emily Richarson seconded the motion to approve. The voting went as follows.
Yes - Bell, Buss, Rhodes, Rowley, Richardson
No – 
Abstain –
Absent – Sanders
Mayor Behrens declared the Special Event Permit 9 b approved.

c.    Mayor Behrens asked for a motion to move forward and make necessary changes to ordinance 279 to include home based business with provisions set forth by the Town of Deer Trail to more reflect rural community – Second Step - public hearing.  Trustee Robert Rhodes moved Trustee Brandon Rowley seconded the motion to approve. The voting went as follows.
Yes - Bell, Buss, Rhodes, Rowley, Richardson
No –

Mayor Behrens declared the MS Processing 9 c approved.

d.    Mayor Behrens asked for a motion to approve the run help wanted for maintenance person in the papers not to exceed the amount of $200.00 Trustee Ashley Buss moved Trustee Emily Richarson seconded the motion to approve. The voting went as follows.
Yes - Bell, Buss, Rhodes, Rowley, Richardson
No –

Mayor Behrens declared the help wanted for maintenance 10 d approved.

 


10.    Public Comments
Jimmy Joyce – How to reduce water/sewer bill 
Jasmine Johnson – family can not afford to water lawn – utilities are too expensive
Chad Thaemert – expensive to water lawn – possible flat rate for the year
Steve and Katie Musser – support for Johnson family – water usage – possible mechanical error
Cody Stoumbaugh – may want to check calibration of meters
Spencer Bell – next voting of the water bill
Robert Rhodes – fairness for homes vs. mobile home vs town homes – flat rate option
Lady in dress – no name was given – also concerned water/sewer costs

Mayor Judd explained the sewer project – supported by pictures at Town Hall
                                          sewer and water expenses are separate entities 
                                           He will continue to look for a solution
Nick Broadbent – Maverick site still on schedule - yes

 

11.    Adjournment

    Mayor Behrens adjourned the meeting at 8.31 PM
