- Call to Order
The Board of Trustees of the Town of Deer Trail met in session on Wednesday April 8, 2025, at Town Hall, 555 Second Ave Deer Trail, Colorado. Mayor Behrens called the meeting to order at 7:00 p.m.

Approval of the Agenda
Mayor Behrens asked for a motion to approve the agenda with changes of 7 .g.i. and 8 a being removed. Trustee Ashley Buss moved Trustee Dara Sanders seconded the motion to approve. The voting went as follows.

Approval of the Minutes
Mayor Behrens asked for a motion the approval of the minutes from March 11, 2025. Trustee Robert Rhodes moved Trustee Brandon Rowley seconded the motion to approve. The voting went as follows.

Mayor Behrens declared the #4 minutes from March 11, 2025 approved.
5. Reports
Water-Sewer Report – Debbie reported out the monthly water report
Approval and Payment of the bills - 2025
Mayor Behrens asked for a motion to approve the payment of the bills. Trustee Ashley Buss moved Trustee Robert Rhodes seconded the motion to approve. The voting went as follows.

Mayor Behrens declared the # 6 approval of payment of the bills approved.
Discussion –
Lincoln Health with Linda Messer – Update on hospital – 1 case of measles reported in Colorado – she is going to check if the measles has an update shot
Sewer Project – Alice - USDA has environment survey for the historical society
Wayne – need to schedule a meeting with Alice, Judd, Debbie to make sure all have a clear understanding on the next step.
Project is moving slowly while waiting on the state to provide answers.
Bijou Manner – Government funding.
With the possible upcoming changes coming from the Federal level the board may have to make some hard decisions based on fixed income resident.
Increase cost of insurance – employee – getting paid in lieu of insurance
Suggestion of paying 400 x 2 pay periods and town to keep the difference
Rural fire protection district impact fee study
On all new construction there will be a fee assessed through the fire department. There will be different pricing for new housing vs new businesses. The town will have no additional work with this change.
Animal service IGA meeting
The meeting planned for April 17, 2025, to determine what is needed for the town to proceed so the laws and ordinances are current.

RFP for process analyst
5 board members reviewed and scored 3 proposals – Dara recommended Peoplyst
Mayor Behrens asked for a motion to approve Peoplyst will perform the process analysis for the office. Trustee Dara Sander moved Trustee Ashley Buss seconded the motion to approve. The voting went as follows.

Offering auto pays to residents via Nexbillpay – closed
New Business
Zoom meeting display on South wall. For the amount up to $100.00.
Mayor Behrens asked for a motion to approve display on South wall Trustee Ashley Buss moved Trustee Robert Rhodes seconded the motion to approve. The voting went as follows.

J&M display fireworks proposal
The board as agreed to pay J&M display $12,240.00 plus $1,500.00 to the Jockey Club to use their location for the discharge of the fireworks. With the rental amount and the firework invoice the remainder of the budget will go toward the town picnic.
Trustee Ashley Buss asked for a motion to approve J&M proposal and the rental of the land from the Jockey Club Trustee Robert Rhodes moved Trustee Dara Sanders seconded the motion to approve. The voting went as follows.

Mayor Behrens declared # 9.b. J&M display fireworksapproved.
Cummins Sales and Service - Quote
Cummins quote for planned maintenance in the Onan gen set. The amount of 1175.00
Mayor Behrens asked for a motion to approve the maintenance on the Cummins gen set. Trustee Robert Rhodes moved Trustee Brandon Rowley seconded the motion to approve. The voting went as follows.

Mayor Behrens declared the # 9.c approval of quote for Cummins approved.
Public Comments
Safety around the school and the buses. – check with sheriff to make sure they are patrolling area issue appropriate tickets.
Eileen Morgan and Ryan Wolfe needed information on how to get their water turned back on, and possible payment plans. – Debbie asks them to come to Town Hall April 9, 2025, and fill out the payment paperwork.
Adib Malacalza who lives in the town house, was looking for clarification of property lines as he would like to have garden beds. – Arthur (Town Hall) call him at 6am April 9, 2025, to discuss – All is well.
Via Zoom – Gary Lavoie – the stop sign at the corner of third and Date is obscured by a tree. The town will make sure the situation is handled in a timely manner.
