Call to Order

The Board of Trustees of the Town of Deer Trail met in a special session on Tuesday, June 25, 2024, at Town Hall, 555 Second Ave Deer Trail, Colorado. Mayor Behrens called the meeting to order at 6:00 p.m.

Approval of the Agenda

Mayor Behrens asked for a motion to have the agenda be approved.  Trustee Rhodes moved; Trustee Arnold seconded the motion to approve.  Voting went as follows.
Yes:        Kerin, Kettling, Lamont, Rhodes, Behrens
No:        None
Abstain:      None
Absent:                  Mounce, Ramirez
The mayor declared the motion carried.

Old Business

a.  Resolution regarding electronic privacy

Trustee Kerin made a motion to approve Resolution No. 24-05, A resolution approving a general privacy policy and a website privacy policy for the town.  Trustee Rhodes seconded the motion to approve.  Voting went as follows.
Yes:        Kerin, Kettling, Lamont, Rhodes, Behrens
No:        None
Abstain:    None
Absent:        Mounce, Ramirez
The mayor declared the motion carried.

b.  Sewer lines at Town Hall

Mayor Behrens asked for a motion to table obtaining a quote from a plumber to “camera and locate lines” at town hall so the maintenance department can perform the needed repairs as we are still in the process of getting those quotes.  Trustee Kerin moved; Trustee Rhodes seconded the motion to table.  Voting went as follows.
Yes:    Kerin, Kettling, Lamont, Rhodes, Behrens
No:    None
Abstain:    None
Absent:    Mounce, Ramirez
The mayor declared the motion carried.

c.  Status of insurance claim 

Mayor Behrens asked for a motion to table the insurance claim status update for Quantum Estimate 3297 as we are waiting for CIRSA’s response.  Trustee Kerin moved; Trustee Kettling seconded the motion to table.  Voting went as follows.
Yes:    Kerin, Kettling, Lamont, Rhodes, Behrens
No:    None
Abstain:    None
Absent:    Mounce, Ramirez
The mayor declared the motion carried.

New Business

a.  Seating of the new board

The following trustees took the Oath of Trustee:

        Ashley Buss
        Sandy Bell
        Robert Rhodes

The following trustees stepped down from their position of trustee:

        Heather Kerin
        John Kettling
        Gerry Lamont

Trustee Buss & Bell took their seats at the table as well as Trustee Rhodes and the meeting carried on.

b.  Fireworks

Mayor Behrens asked for a motion to approve the quote from J&M Displays for $10,200.00 for fireworks for the July 3rd fireworks show.  Trustee Rhodes moved; Trustee Mounce seconded the motion to approve.  Voting went as follows.
Yes:    Bell, Buss, Mounce, Rhodes, Behrens
No:    None
Abstain:    None
Absent:    Ramirez
The mayor declared the motion carried.

c.  Deer Trail High School Girls Basketball Team

Trustee Mounce made a motion to approve the Deer Trail High School Girls' Basketball Team’s request for a donation of $500.00 Trustee Rhodes seconded the motion to approve.  Voting went as follows.
Yes:    Bell, Mounce, Rhodes, Behrens
No:    Buss
Abstain:    None
Absent:    Ramirez
The mayor declared the motion carried.

d.  Trustee Byron Mounce’s Resignation

Trustee Mounce submitted his resignation as Town of Deer Trail Trustee.  Trustee Rhodes made a motion to accept Trustee Mounce’s resignation and post the position in the local paper.  Trustee Bell seconded the motion.  Voting went as follows.
Yes:        Bell, Buss, Mounce, Rhodes, Behrens
No:        None
Abstain:    None
Absent:    Ramirez
The mayor declared the motion carried.

Public Comment

Phil Steel submitted a Citizens Initiative to reduce the new sales tax to 0.00%.  After much discussion between himself, the current board, & former trustees he rescinded the submission of the initiative.

Mayor Behrens adjourned the meeting at 7:45p.m
